The Kabaka of Buganda, His Majesty Ronald Muwenda Mutebi II, has expressed concern over what he called attempts to partition his kingdom. In a speech to mark 17 years since his coronation as the 36th king (Kabaka) of Buganda, the Buganda monarch said the creation of chieftaincies within Buganda by the Central Government were attempts to weaken his kingdom.
One of these incidents took place last September when the Kabaka was refused to visit part of his kingdom in Bugerere after Gen Museveni ordered security forces to deter him from visiting the area. It had been made into a chieftaincy of the Banyala headed by a serving Uganda Peoples Defence Forces officer. The officer subsequently went on to announce that he was ordering the Kabaka not to visit the area without his (the Banyala Chief) permission. Angry Baganda loyalists took to the streets causing mayhem until Gen Museveni, who has been in power since 1987 ordered security forces to shoot to kill anyone engaged in the street demonstrations. At least 40 people were left dead.
The Cambridge-educated monarch told his audience in Butambala -Uganda: "The demand for what belongs to Buganda kingdom will remain an endless struggle. You should keep up the spirit of claiming for your heritage." He vowed that for him, he would not give up the struggle against the suppression and persecution of his subjects. Drawing from examples of prominent nationalists like Nelson Mandela, Martin Luther King and Mahatma Gandhi, the Buganda monarch urged his subjects to copy from them and fight for what belongs to their nation.
In what his detractors may eventually call an attempt by the Kabaka to divulge in politics, His Majesty told Baganda loyalists that Buganda had been denied her freedoms and rights on leadership and ownership of what belongs to her. The Uganda constitution bars hereditary leaders to engage in any acts of politics. President Museveni has in the past accused him and his chiefs of doing just that.
Addressing thousands of Baganda loyalists at Kabasanda in Butambala, the King called upon the Museveni Government to end what he referred to as ‘the illegal seizure and occupation' of what does not belong to it and the rights of his subjects and Ugandans to be fully respected. He warned against misinterpreting love for Buganda as hatred to Uganda.
His Prime Minister, Engineer JB Walusimbi also criticised the creation of new chiefdoms within the Buganda Kingdom and the unwarranted restriction on the Kabaka's movements within his kingdom which he termed as a means through which the Kingdom's greatest enemies were trying to weaken it. He said despite several attempts by the Buganda government to negotiate with the Central Government over issues of vital importance to the kingdom, no positive outcome has been forthcoming. "I strongly oppose the deliberate government's refusal to pay Buganda the money it owes Buganda, the continued closure of the Kingdom's Radio Station (CBSfm), the confiscated 9000 sq miles of land and the (refusal by central government to grant Uganda a) federal system of government, among. Mr Walusimbi noted that the success Buganda has recorded during all these years of hardships is enough to show that high levels of development can be achieved if the kingdom had powers to control and manage her own resources. However, political leaders turned the cultural ceremony into a political function when many of them, including Amelia Kyambadde (aspiring parliamentary candidate for Mawokota North) who was for the last 31 years Gen Museveni's Principal Private Secretary, went on their knees requesting for the king's blessings and favor to be voted for in next year's general elections. Others politicians who prostrated themselves in front of the Kabaka were Peter Mutuluuza a Member of Parliament (MP) and Kaddu Nabbi Lubega MP for Butambala.
