Federal conference to be held on the 11th June 2011 in London

Ugandans and friends of Uganda are all invited to attend the Uganda federal conference in London on the 11th June 2011 from 12pm to 2am at the University of East London Docklands Campus, University Way E16 2RD. This conference is one of the steps being taken to take the campaign for a federal political system of governance in Uganda to another level. That is, lobbying the international community to exert pressure on the Ugandan government to do the most logical thing and change the unitary system of governance to a federal political system where power should be devolved to kingdoms. This is very important in averting a possible and imminent internal conflict in Uganda. Hence the theme for the conference is: 'Embracing federalism is embracing diversity'.

Background

The Odoki Commission in 1993 reported that 65% of the people of Uganda wanted federalism, while 10 years later the Ssempebwa commission, which reviewed the constitution, reported 68%. Given this background, it is quite clear that Ugandans believe that a federal political system of government will be fairer for all kingdoms and regions of Uganda.

To date, the current president of Uganda (Yoweri Kaguta Museveni) has been in power for over 25 years. However, all government institutions are not functioning effectively, and to make it worse, he has divided the country along tribal and religious lines. Public services are non-existent, corruption is rampant and human rights abuses are at the highest levels since independence.

Furthermore, Uganda's political ground is not leveled. Hence many political commentators, religious and opposition party leaders have rejected or disputed the recent general elections held on the 18/02/2011 that were marred with violence, accusations of vote rigging and a partisan Electoral Commission in favour of the incumbent. Not to mention, the 3 previous elections held in 1996, 2001, and 2006. It is therefore, important that we as Ugandans think and reflect on the way forward to improve the lives of our people.

The conference will be attended by the different political parties from Uganda, political scholars, journalists, social commentators and artistes. In addition, UK Members of Parliament, foreign dignitaries, Ugandan religious leaders and professionals from different backgrounds are also expected to attend. Different workshops or focus groups on the way forward will be conducted.

We believe that for a federal campaign to be successful, all the kingdoms in Uganda have to play their part in the quest for a free and fair Uganda for all.

What's going to take place at the conference?

Apart from speeches, presentations, electing of UFC officials and watching documentaries, guests will be entertained by musicians from Uganda and the United Kingdom. In addition, Galaxy band from the UK will play all those classical tunes for the older generation. Furthermore, people from the different tribes of Uganda will showcase their traditional dresses or attires and cultural dances. Food and drinks will be provided free of charge, served from the state of the art hall with stunning views of the river Thames.

How much are the Tickets?

Tickets only cost £30 per head. The subsidized prices include free food, drinks and entertainment. Remember, you will be entertained by Ugandan musicians. Parking is free and big enough to accommodate more than 100 cars. We urge you to use public transport or car share if you can, for the sake of the environment.

Who is organizing this conference?

The conference is being organized by a pressure group called the Uganda Federal Confederates (UFC). The conference will be held annually but from different countries.

Why the UFC?

We have examined and analyzed the causes of internal wars in Uganda since independence and we have concluded that the underlying cause is that one tribe at a certain time has tried to dominate the rest. And having examined the National Resistance Movement Organization policies and their effects on the ground since it came to power in 1986, it is clear that the current government is mostly promoting or developing the president's home areas (western region). In other words, nepotism, poverty, sectarianism, autocracy, corruption with impunity, rule by the gun, state sponsored violence, poor public services, unemployment and poor education triggered the formation of this pressure group. We are realists and believe that any Ugandan president will always try to favour the region where he or she comes from. So the solution to this problem of unfair distribution of wealth is to introduce a federal political system that will ensure fair distribution of resources and lasting peace.

Who are we and what do we believe in?

We are a non-partisan umbrella pressure group of peace loving organizations and individuals who are actively seeking a democratic Uganda. We hope to bring about a free and fair Uganda for all kingdoms and regions. We are working to bring about the necessary change so as to improve the social, economic and political aspirations of Ugandans. We strongly believe that Uganda can be a peaceful country whereby its leaders can respect the diversity and contribution of its peoples. We believe that our nation's leaders should promote democracy, be accountable, abide by the law, respect the constitution and work in the interests of the whole nation. Anything below these standards is tantamount to poor leadership and betrayal of our people's mandate.

Achieving our objectives

Our research has shown that the current regime of the NRMO (National Resistance Movement Organization) invests heavily in public relations and spin that some European or Western governments are unaware of the human rights abuses being committed by state operatives in Uganda. We also realized that some Western governments are aware but turn a blind eye! Therefore our mission is to knock on their doors and make them realize their responsibilities to our citizens. Our grand mission is to lobby intensively for effective regime change in Uganda as well as exposing the human rights abuses against our people. We will use all the available avenues to inform and empower our people so as to sensitize them politically. We will employ non-violent direct actions to achieve our objectives and these will include coordinated demonstrations all over the world.

We all hope to establish and maintain relationships with the different Uganda political parties and/or any relevant organizations so as to realize our common goals.

Our motto

Our motto is 'Together we can; forward as one'. We believe that it is only through working and co-operating together as Ugandans that it will be possible to solve the complex issues we are experiencing as Ugandans. Therefore, we welcome all members and institutions from the indigenous tribes of Uganda to formulate the future of our country. This will eventually lead to changing the current constitution to one which entrenches the federal political system of governance.

Our colours

We have chosen black and white as our colours. As the saying goes 'as clear as black and white'......we aim to promote transparency. We also thought these colours stand out and people anyone can easily wear them in their daily lives. Therefore we urge all those attending to wear black and white if possible.

Membership

Any organizations or individuals interested in promoting democracy, good governance and protecting human rights are welcome. However we reserve the right to REFUSE any member or organization that we think does not meet our standards. No one will be accepted to be a member if they have committed atrocities or any human rights abuses unless we are confident that they have served their punishment, reformed and therefore adding value to our organization.

Leadership

We are a group of volunteers who have decided to give something back to the people of Uganda. The Uganda Federal Confederates (UFC) will be holding annual ‘federal conferences' from different countries. The first conference will be held in London on the 11/06/2011 at East London University Docklands Campus. We will also hold our first elections on the same day to elect our leaders in various positions.     I agree totally with the system and I believe for a multi ethnic country like Uganda, Federo is the way. However I would like to suggest the structure of government should go like this: Let the Kings and tribal chiefs for a royal council and that royal council will serve as the upper house. The royal council will the elect the first chair with a ceremony so mighty to surpass how a pope is elected. They should put in place an order or lineage that shows a rotation of a year each tribe at the chair and the term will increase with time. The chair becomes the supreme leader of the country. Then let there be a lower house composed of elected members and an elected president like in Iran. But to get there there must be a mass reconciliation and healing among the tribes to stop the mistrust for each other.     What a noble idea! We are one, but we are many. Uganda Oye! Oye! Federo Oye! Oye! We want Federo - - because our Uganda experience is that the "Center" does not solve everybody's problem in everybody's back yard. The so-called Elected Representatives go there to "serve" the interests of the "Center" (human nature being what it is). The "Centered" government is not all knowing or all seeing. That is to play God. An example: I grew up fishing in Bugisu rivers. Not any more! Zero fish exists in those rivers.A harzardous cotton pest called Dudumaki was introduced in the name of "abundant cotton yield". Truly bugs were killed. But deadly pest found its were in the ground and in the rivers. Every living organism in those rivers died. That was in the 1960's.
