Cabinet reshuffle: Nepotism and corruption |

I was among those not surprised by the recent cabinet reshuffle directing my energies not to the choices made by Museveni but rather to the challenges they face as his new teammates. It is also usually difficult for a coach of his record to adjust to changes that he has to contend with. The aging of old players notwithstanding and the requirement to protect the league tittle can be considered some of the most driving forces but never the attractiveness of the game thus relegating the needs of the fans whose seasonal tickets every 5 years ensure the coaches position at the helm.
I have developed a feeling that the pragmatic ruler of 1986 has lost touch with the fan base that he now prefers to change the game to consolidate his position at the expense of the teams playing tradition. Now loyal players who can't question his mangaement techanics are rewarded with positions in crucial games. The recent reshuffle was the truimph of die-hards over moderates, indeed a crucial win for those who profess blind loyalty to the ruler and a direct attack to the doctrine of good governance having relegated service delivery on the list of choosable options. Save for loyalty manifested in Kisanja campaigns and Temangalo fiasco, how convinced could the president have been to appoint Hon Kakooza and Princess Matsiko. The demotion of Dr. Mulira from a policy level to advisory role in prefference for a political recruit can be examined as a spectacular case of blurred vision. I would have been contented with Dr. Ham being replaced by a Dr. Baryamureeba but not a technical engineer at the ICT ministry.Who in the great lakes has a fatter Finance C.V than Ezra Suruma despite his Temangalo? The return of some ministers also created monotony. Since my primary school we have had some people occupy positions of first, second and deputy deputy prime minister positions that we used to sing their tittles as if they were their names. One expects changes, the politics of the 1960s is quite peculiar from the politics of the 21st century and thus don't require veterans of over 75.
Turning to perfomance, the life minister of roads and construction John Nasasira deserved a farewell equal to her colleague at the education ministry. John Nasasira has blood on his hands having been a minister responsible for Uganda's poor roads for over 14 years; during this period over 50,000 people have died from accidents related to poor roads and lack of signs in dangerous spots. The recent cases of corruption and Chogm shoddy work should have alarmed the appointing authority. Then came the appointment of the first mother who with all due respect must not have accepted the appointment for the dangers it poses. Was her appointment inspired by monopoly vision? Could it have been a result of those many encounters with God? The appointment of Janet Museveni the Ruhaama MP to Karamoja is inexcusable. While i may not dispute her abilities having done tremendous work as MP for the people of Ntungamo, her activities as the chief caretaker of number one and her role as UWESO patron, Janet Kataha Kainembabazi appointment cannot escape the scrutiny of intergrity filters. As a loyal party cadre and an MP, no law bars her from this appointment except the natural laws of guilt and intergrity. You can't be a wife to East Africa's longest serving ruler, MP for a privilegded constituency with a son occupying a senior position in your husbands protection army. Even if your husband was not commander in chief, Chairman of the ruling party, with a brother as a defence advisor only having demoted from a ministerial appointment. The fact that you are a mother to the first children is enough to bar you going by the normal standards of guilt. It raises more suspicion when as a leader your son sees a meteoric rise in a national army to the point of leading a well-publicised military operation intended to see off your country's leading military enemy and within less than six months you appoint your wife as a minister in gold-rich karamoja when the prospects of tapping the country's minerals resources are opening up. Are there no MP's from Karamoja with relevant credentails to serve in this position? Was there a shortage of alternatives for our leader to choose a candidate from Ntungamo to serve the strategic ministry of Under-development in Karamoja? Where were our 100 or so advisors? How about trimming our cabinet to 40 ministers to adjust to the changes in the global economy. Why not shut up ministries like Luweero Triangle, Karamoja, Disaster Preparedness, National Guidance. What is the use of the Minister without portfolio and one for General duties? Can't the one for disaster be put under planning? Then the Ministry for Markets alternatively called economic monitoring which seems to be the shadow Kampala City Council government..
